Chief Minister Shri Vishnu Deo Sai extended his congratulations and best wishes to Prime Minister Shri Narendra Modi on the completion of 12 years of his leadership at the Centre. In a letter addressed to the Prime Minister, he expressed gratitude for the unprecedented support extended by the Central Government towards the development of Chhattisgarh.
Chief Minister Shri Sai stated that the visionary, decisive, and welfare-oriented leadership of Prime Minister Shri Narendra Modi has accelerated development in Chhattisgarh and played a significant role in ensuring that the benefits of government schemes reach the last person in society.
In his letter, the Chief Minister mentioned that under the Central Government’s policy of prioritising security and development in Naxal-affected areas, Chhattisgarh has received Rs. 2,080.29 crore under the Special Central Assistance (SCA) Scheme. He noted that initiatives such as the Special Infrastructure Scheme (SIS), Security Related Expenditure (SRE), modern weapon systems, jungle warfare training and air support have strengthened security forces and provided the state with a decisive advantage in the fight against Left Wing Extremism.
The Chief Minister stated that the Union Ministry of Rural Development has approved 391 roads covering 3,222 kilometres and 88 major bridges in Naxal-affected regions at a cost of Rs. 2,377 crore. These projects have strengthened both development and security while connecting remote areas, including Bastar, with the mainstream.
Highlighting financial reforms under the Prime Minister’s leadership, the Chief Minister said that increasing the state’s share in central taxes from 32 per cent to 42 per cent has provided Chhattisgarh with unprecedented fiscal autonomy. He informed that over the past 12 years, the state has received Rs. 3,46,806 crore through central tax devolution and Rs. 1,43,328 crore under various central schemes. In addition, Chhattisgarh received Rs. 22,021 crore under the Special Assistance for Capital Investment Scheme and Rs. 22,600 crore as GST compensation.
Describing road infrastructure development as one of the major achievements of the Central Government, Shri Sai said that approvals worth Rs. 4,468 crore were granted under the Central Road and Infrastructure Fund (CRIF). In comparison, Rs. 35,766 crore was sanctioned for National Highway development. These investments have accelerated projects such as the Raipur–Visakhapatnam corridor, Bilaspur–Dhanbad connectivity, the Raipur–Durg Bypass and several other strategic road projects, significantly improving connectivity across the state.
In the rural development sector, the Chief Minister stated that 24.50 lakh eligible beneficiaries have been sanctioned houses under the Pradhan Mantri Awas Yojana (Gramin), of which nearly 19.70 lakh houses have already been completed. Under MGNREGA, an expenditure of Rs. 39,123 crore over the past 12 years generated 152 crore person-days of employment. Under the Swachh Bharat Mission (Gramin), Rs. 2,398 crore in assistance enabled the construction of toilets for 36.44 lakh families.
The Chief Minister further informed that approvals worth Rs. 7,951 crore have been granted for the construction of 13,040 kilometres of roads and 347 bridges under various phases of the Pradhan Mantri Gram Sadak Yojana. Under PM JANMAN, Rs. 2,007 crore has been sanctioned for 2,902 kilometres of roads, while PMGSY-IV has received approval of Rs. 2,246 crore for 2,427 kilometres of road construction.
Referring to the agriculture sector, Shri Sai stated that under the Pradhan Mantri Kisan Samman Nidhi Yojana, Rs. 10,784 crore has been directly transferred to the accounts of 25.51 lakh farmers in the state. Under the Pradhan Mantri Fasal Bima Yojana, premium assistance amounting to Rs. 5,064 crore has been provided. He added that agriculture has received extensive support through schemes such as the Rashtriya Krishi Vikas Yojana, the National Food Security Mission, and the Pradhan Mantri Krishi Sinchayee Yojana.
The Chief Minister praised the Pradhan Mantri Garib Kalyan Anna Yojana and the National Food Security Act for strengthening food security. He stated that food grains are provided every month to 1.99 crore beneficiaries from 56 lakh ration card-holder families, with an annual subsidy of approximately Rs. 5,600 crore from the Central Government. Under the Ujjwala Yojana, 39.54 lakh women have received free LPG connections.
Highlighting reforms in the mining sector, Shri Sai said that more than 62 mineral blocks have been successfully auctioned in the state, generating a potential future revenue of over Rs. 4.34 lakh crore. Through the District Mineral Foundation (DMF) and PMKKKY, more than Rs. 17,887 crore has been mobilised and utilised to complete 81,553 development works.
The Chief Minister described PM JANMAN, the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan and recognition of forest rights as historic initiatives for tribal welfare. He said that 56,569 Particularly Vulnerable Tribal Group (PVTG) families are benefiting, while more than 4.83 lakh individuals and over 48,000 community forest rights titles have been distributed.
In the field of Women and Child Development, Shri Sai stated that with Central Government support, 11,490 Anganwadi Centres have been upgraded into Saksham Anganwadis, while 2,264 new centres have been approved. Additionally, 42 Sakhi One Stop Centres operating across all districts are providing support and protection to women.
Speaking about healthcare, the Chief Minister noted that health services have expanded significantly through Ayushman Bharat, the National Health Mission and the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission. The state currently operates 5,499 Ayushman Arogya Mandirs. Approvals have also been granted for 91 Block Public Health Units, 28 District Public Health Laboratories and 23 Critical Care Blocks.
Regarding skill development and employment, Shri Sai said that 18,330 youth have received training under the Pradhan Mantri Kaushal Vikas Yojana. Under the PM Vishwakarma Yojana, 82,952 beneficiaries have completed training, while 17 ITIs have been upgraded under the STRIVE project.
The Chief Minister stated that through the National Rural Livelihood Mission (BIHAN), 31.37 lakh rural families have been linked to 2.88 lakh self-help groups. Financial assistance exceeding Rs. 1,661 crore has been extended to these groups. Under the Lakhpati Didi initiative, 10.42 lakh women are becoming economically empowered and creating new opportunities for themselves.
On digital connectivity, the Chief Minister informed that 1,247 mobile towers have already been installed in remote and Naxal-affected areas under the Digital Bharat Nidhi (DBN). In addition, 577 additional towers have been approved. These initiatives are connecting thousands of villages with digital services.
Regarding support in the energy sector, Shri Sai said that nearly Rs. 2,808 crore has been allocated for rural electrification and power infrastructure development. Under the PM Surya Ghar Yojana, more than 64,000 households have installed solar systems, while 46,649 households have received subsidies totalling Rs. 362 crore.
The Chief Minister also highlighted Central Government support for tourism, sports, industry, village industries, land records modernisation, and digital governance, stating that these initiatives have taken Chhattisgarh to new heights of development, good governance, and self-reliance.
In his letter, Shri Sai made special mention of support for tourism, culture and sports infrastructure. Under the Swadesh Darshan Yojana, tourism facilities have been developed in tribal regions, including Jashpur, Surguja, Bilaspur and Jagdalpur at a cost of Rs. 94.23 crore. Under the PRASAD Yojana, development works worth Rs. 48.43 crore have been undertaken in the Maa Bamleshwari Temple area of Dongargarh. He further stated that the Chitrotpala Film City and Tribal and Cultural Convention Centre, being developed in Nava Raipur at a cost of Rs. 147.66 crore, will provide the state with a new identity on the cultural and tourism map. Under the Khelo India Yojana, assistance of Rs. 48 crore has been provided for sports infrastructure development in eight districts, along with Rs. 5 crore for the Centre of Excellence at Bahatarai.
The Chief Minister said that hosting the first Khelo India Tribal Games and receiving assistance of Rs. 17 crore for the event is a matter of pride for Chhattisgarh.
He also highlighted the Centre’s contribution to village industries, handicrafts, sericulture, and the preservation of traditional arts. He stated that the proposed PM Ekta Mall in Raipur, with an investment of Rs. 200 crore, will provide national and global market access for the state’s handicrafts, handloom products and One District One Product (ODOP) items. Under the National Handloom Development Programme, 4,694 weavers have benefited, while special projects have been approved under the Handicrafts Cluster Development Scheme for the empowerment of 2,400 artisans. Sericulture development programmes have also strengthened the livelihoods of thousands of farmers and women beneficiaries.
Referring to innovations in land records modernisation, digital administration, and good governance, the Chief Minister stated that initiatives such as the Digital India Land Records Modernisation Programme, SVAMITVA Yojana, AgriStack, and the Farmer Registry have made governance more transparent and citizen-centric. He noted that Chhattisgarh received a special assistance grant of Rs. 598 crore from the Government of India for outstanding performance during 2025–26. He further stated that Chhattisgarh has become the first state in the country to implement auto-mutation in both urban and rural areas fully. Over two lakh cases have been auto-mutated in the past year, while more than 32 lakh documents have been digitised to make citizen services online and transparent.
Expressing gratitude once again to Prime Minister Shri Narendra Modi, Shri Sai acknowledged the Central Government’s support in social justice, horticulture, biotechnology, transport safety and several other sectors. He said that initiatives such as the Nasha Mukt Bharat Abhiyan, Atal Vayo Abhyuday Yojana, Accessible India Campaign, Biotechnology Incubation Centres, Centres of Excellence, Institutes of Driving and Traffic Research, and Nirbhaya Command Centres for women’s safety have provided a new direction to the state’s development.
Concluding his letter, Chief Minister Shri Vishnu Deo Sai conveyed gratitude on behalf of the 3.5 crore people of Chhattisgarh. He expressed confidence that the guidance and support of the Central Government would continue to play a crucial role in realising the vision of a developed Chhattisgarh.
